THE UPS 2ND NATIONAL CONVENTION
October 21-23, 2005 Punta Villa Beach Resort, Iloilo City

THEME:“Upsilon Phi Sigma: Towards A More Responsive and Quality-Oriented Fraternal Organization."


OBJECTIVES:

  • To discuss and resolve issues and concerns faced by the UPS Fraternity and Sorority given present challenges and current political and social landscapes.
  • To conduct relevant skills building workshops especially on quality leadership and membership.
  • To formulate resolutions geared towards further enhancing the development and advancement of Upsilon Phi Sigma.
  • To democratically elect the Set of National Executive Council Officers for Term 2005-2007.
  • To propose amendments of the 2002 UPS Constitution and By-Laws as ratified in the 1st National Convention in Davao City in 2002.
  • CONGRESS PARTICIPANTS:

    450 Student and Alumni Delegates and Observers.

    REGISTRATION FEES :
    Since this 2nd Convention is a 3-day congress to bring out quality discussions and workshops, the following are the Registration Fees for All Participants:

    • P 2,000.00 for Alumni Delegates and Alumni Observers.
    • P 800.00 for Student Delegates and Student Observers.

    BASIC QUALIFICATIONS AND REQUIREMENTS OF PARTICIPANTS:

    • Must be a bonafide member of a School Chapter either as an active member or an Alumni member, by presentation upon registration of an authenticated an authorized local ID, the new UPS National ID or through a Certification of Membership issued by the Grand Archon, Grand Organizer and the Master Initiator of the Chapter
    • Must have completed the standard UPS initiation phase and rites as certified by the Chapter Archon and the Master/Lady Initiator.
    • Must be willing to participate in all the Convention programs and activities throughout the stretch of the Convention days.
    • Must have served the school/community as a loyal and deserving Upsilonian for at least one (1) year.
    • Must be of good moral character and of acceptable social standing.

    CHAPTER ACCREDITATION/CLASSIFICATION AND CHAPTER DELEGATIONS:
    As approved unanimously by all the delegates attending the April 16 National Officers and Convention Consultation Meeting in the host Iloilo City (Phi Eta Chapters), the following are the guidelines on Chapter Classification/Accreditation and the Chapter Delegations (number of delegates and observers per Chapter), to wit:

       I.] APPROVED CHAPTER CLASSIFICATIONS:

         CLASS A (with Students + with Alumni Members)

    • Organized students with Elected Officers
    • Recognized by the School with Adviser
    • Minimum number of members (15 and up)
    • Organized Alumni with Elected Officers (as a whole)
    • Minimum Number of Alumni (15 and above)
    • 1 major activity and 3 minor activities per year
    •    -(major activity: Alumni + Student efforts)
         -(minor activity: Either students or alumni involvement)
         CLASS B (with students but without alumni membership)
    • Organized students with Elected Officers
    • Recognized by the School with Adviser
    • Minimum number of members (15 and up)
    • 1 major activity and 3 minor activities per year
    •    -(major/minor activity:all student membership are involved )
          CLASS C (with Alumni but without students membership)
    • Organized Alumni with Elected Officers
    • Minimum Number of Members (15 and Above)
    • 1 major activity and minor activities per year
    •    -(major/minor: all alumni involvement)

       II.] APPROVED CONVENTION DELEGATES AND OBSERVERS ALLOCATIONS PER CHAPTER :

    • Class A - Ten (10) Voting Delegates (6 Alumni + 4 Students)
    • CLASS B - Eight (8) Voting Delegates (All students)
    • CLASS C - Six (6) Voting Delegates (All Alumni)

       III.] All Participating Chapters are allowed with five (5) Observers only, which could be totally students, totally alumni or a combination of both categories.

       IV.] Registration Fees:
    Since this Convention will run for three (3) days as compared to the one (1) day 2002 Davao Convention, the Registration Fees will be as follows for all delegates and Observers, to wit:

    • Registration Fee for Student Delegates/Observers - P 800.00
    • Registration Fee for Alumni Delegates/Observers - P 2,000.00


    • Note:
      (Registration Fees is inclusive of the Congress Kit, writing materials, hotel accommodations for 3 days, meals and snacks for 3 days, certificates, Congress IEC Materials, etc.)

       V.] Deadline for the Application of Congress Participants (Delegates/Observers) with the filing up and submission per Chapter of the attached Application Forms.

    • On or before Friday, October 7, 2005

      All accomplished/filled-up Chapter Application Forms must be submitted to the Convention Secretariat with endorsement from the Chapter Archon (if students) and City/Provincial Executive Chairman (if Alumni) and must be addressed to:

    • Note: On-site Registration (A.M. of October 21, 2005) at the Convention site is still acceptable, but the Secretariat reserves the right to reject any application which has incomplete or spurious documents or supporting credentials.

    ELECTIONS OF THE 2005-2007 UPS NATIONAL EXECUTIVE COUNCIL OFFICERS:

    1. One of the highlights of this Convention is the Election of the 2005-2007 UPS National Executive Council Officers.
    2. The Election of National Officers is scheduled in the morning of October 23, 2005 (Sunday) based on the rules on elections to be formulated by the Convention Committee on Nominations and Elections (CONE).
    3. The Rules of Elections shall be based on the parameters as provided for by the 2002 UPS Constitution and By-Laws.
    4. Basic qualifications for any Candidate for the National Office shall be, but not limited to:
      • A bonafide and recognized Member in a registered UPS Chapter anywhere in the Philippines.
      • Must be a graduate of any baccalaureate (4-year) degree of any recognized college course.
      • Must have actively served the fraternity/sorority with dedication and loyalty for at least five (5) years;
      • Must be of good moral character and reputable work track record, or other qualifications to be required by the CONE.
      • The deadline for the Filing of Candidacy for all national positions is on or before 5:00 P.M., Friday, September 21, 2005. All documents for candidacies shall be submitted by registered mail to same Secretariat address, following candidacy format hereto attached.
      • The CONE shall screen, examine and act judiciously on all filed documents of candidacies, and shall announce all qualified candidates/status of applications for all positions on September 30, 2005.
      • Only student/alumni delegates are qualified to vote in the election of the National Officers. Observers can participate in the deliberations in the floor but has no power to vote.
      • Candidates will be allowed to openly and democratically campaign (based on CONE guidelines) in all the Chapters starting October 1 and shall end on October 20, 2005. In any case and in order not to disrupt the proceedings of this Convention, the Convention floor shall not be used for any form of campaign activities; howver all candidates will be given ample opportunities during a common time in the Convention to clarify and discuss his platforms of leadership and effective UPS governance.


    CONVENTION ACTIVITIES:
    (Details on Daily Basis to follow with the Exact Venue and Exact Registration Fees):

    1. Opening Ceremonies with Keynote Speaker.
    2. Plenary Sessions on the Amendments of the 2002 UPSILON PHI SIGMA Fraternity/Sorority (Ratified in Davao Convention 2002).
    3. Focus Group Discussions on the Standard Membership Recruitment and Initiation Rites vis-à-vis the Anti-Hazing Law.
    4. Display of Action Pictorials and Activities per Chapter and per Region.
    5. Election of the 2005-2007 National Executive Council Officers.
    6. Consultative Assembly on Chapter concerns and Initiatives.
    7. Induction of the National Honorary Members.
